I don't think anyone who wants this text included is interpreting it
to say anything about whether the solution could be used in any
particular environment.
There is a separate discussion regarding whether the solution as
written makes sense for cell phone environments, for example the
mobile-centric aspects such as determining location and routes and
the requirement for handsets to support protocols that are not used
in their environments, but that's an unrelated discussion and the
text clearly says nothing about this.
The text is a compromise that clarifies the documents without in any
way limiting them. I think the text helps the understanding of
readers of the documents who have not been immersed in the protocols
for the past few years. I can't see how the text will help or hurt
anyone's marketing efforts, so I think that is a red herring. Are
there really people who think that this clarifying text will impede
their ability to market some product? Or that some standards body
would adopt this solution wholeheartedly if only this clarifying text
is deleted? Neither idea seems plausible to me.
