I agree completely (even though i2 is not my favourite document).
Upgrades to RGs MUST NOT be required.
Upgrades to VOIP endpoints is much more feasible since most VOIP
endpoints are already provisioned remotely and receive periodic updates
from their VOIP providers but this MUST NOT be a requirement.
And that is why OBO MUST be a requirement.

An excellent document that still needs some work and should... ahem, I
mean MUST ;) be referenced the ecrit-framework and BCP.
