There is a fundamental scaling problem here that can't just be wished away.
It doesn't strike me as realistic for PSAPs to maintain a large number of
bi-lateral relationships, whether they be with SPs anywhere on earth,
enterprise networks operating in their service areas, or local
access networks.  This isn't a constraint that is created by the
choice of security technology (e.g. certificates vs. passwords or
pre-shared keys);  it's fundamental.

The only way to get around this scaling problem is by introducing
hierarchy.  However, we shouldn't necessarily assume that the hierarchy
corresponds to today's notion of a "service provider".
