I was now 6 hours off the list and now tried to catch up with the le-mails:

I thought one big advantage of ENUM was that I save a lot of
OPEX not having to manage weird routing tables.
 
What you are trying to set up with your private e164.arpa tree
is an adminstrative nightmare.
 
AND, you are trying to use ENUM for routing between operators
This is not what ENUM is designed for.
