If an E.164 number has not been ported to the IP-domain, then would people
who dial the number from the PSTN ever see the results of an ENUM query? Is
that acceptable? Or is there an expectation that the PSTN switches would
have to perform an ENUM dip even if the number had not been ported to the
IP-domain? Am I missing something?

If an E.164 user in the IP-domain does not opt-in to ENUM, and does not have
even a minimal ENUM presence in the form of a fronting carrier, doesn't that
mean that it is not possible to reach them by dialing an E.164 number?
Isn't that likely their intent?
