You mean, what happens if you port a phone number from one cariier-of-record
to another? This is exactly what Carreir ENUM is for.

 sip:+1-232-555-1234 at foo.com;user=phone
has to be changed to

 sip:+1-232-555-1234 at bar.com;user=phone

to indicate the new carrier-of-record
