So you are proposing a new international standard using "90" as
access code for international calls?
FYI, there is already one recommended by ITU-T: "00".
Not all countries are compliant, but most.
In addition: you cannot expect end-user to configure their
IX67 and Sipura. It just has to work and it should work consistently
like the old phone system.
