Just a couple of comments about this:
First a small bug: the examples aren't valid according to the syntax of
the data url. The syntax requires a comma to preceed the data.
And then a suggestion:
As defined, you have taken a couple of values out of the namespace of
valid names. (I just may want the display name for my business to be
"unavailable;cns=u". You can call me weird - it wouldn't be the first time.)
The syntax of the data url gives another option. It allows the media
type of the data to be specified. The default if none is specified seems
to be text/plain, which is fine for real names. (At least in the US.
Maybe not for internationalized cnames.)
I think you could perhaps just pick some other media type to use to
encode your special reserved values. I can't say that I have a
particular one in mind, but there are lots to choose from.
