Hi Folks,
  Fujiwara-san and I have tried to tag the different comments in
this version to make it clear which ones we believe are:
- related to STanDards (i.e. related to candidate topics of 3761bis),
- ones that SHOULD be re-stating standards text (but don't seem
  to be, from what we've seen :) - these are labelled STBO
- ones that are ADVice on things we have seen "out there", and
- ones that are proposals to help INTerworking.

We have also removed the entire section on DNS issues. There is a
draft sitting around doing nothing that covers the most pressing
issue (EDNS0 support in ENUM). The rest can be discovered by analysis.
