[Enum] New I/D on Experimental Enumservice Registrations

Hi!

I just made up a new I-D, containing an early draft version for the 
registration of experimental Enumservice registrations.

Until it appears in the archives, you can find it on:

This I-D complements "Guide and Template for IANA Registrations of 
Enumservices", as experimental Enumservices do not fully fit into the 
concept of the latter.
