Agreed. This isn't about dialling plans, but about incomplete E.164
numbers. These aren't the same thing.

Simple example: I pick up my office phone and dial 97222. The dialling
plan tells the phone to make an ENUM lookup for +44207222. Someone in the
USA picks up their phone and dials 01144207222. Their phone should be
looking up the same record. Dialling plans are about the difference between
what the two of us dial. This proposal is about the fact that +44207222 is
an incomplete number.

But this is circular. What you're demonstrating is that 3761bis needs to be
*extended* to cope with incomplete numbers.

Nor is it anything to do with this proposal.

Actually, it's something that it doesn't know whether it's a complete
number or not. Which is why "yes it is" or "SND 4" are both sensible
answers.
