We've seen it more lately, where they sometimes send multiple SIP INVITEs as more buttons are pushed.  It's rather ugly so far.

Sure, people have been getting more mobile-phone-trained. :)
But lots and lots of SIP is generated by analog/POTS gateways for homes/SMBs, where I think they want a POTS-like black-phone experience. But YMMV.
