The success of such experiment will be determined if the new experimental form of the scheme gets widely implemented and satisfies people enough to replace the existing one (this is also the answer to "what will happen if it is a success"). I don't clearly understand what you mean under the "scope", but I suppose I am right saying that the scope is general; but the experiment is intended to concern application implementators mostly.
