[Geopriv] Brief review of draft-ietf-geopriv-loc-filters-07

It's good.  I particularly like the effort to profile the complex beast that is RFC 4661 and even the effort to profile sipcore-event-rate-control.

Minor question: is there any value in requiring support for the optional uri parameter on the 4661 filters?  Placing these requires that you know the presentity identifier (something that we cannot guarantee for something like location).  Since they are optional anyway, it would be easy to drop support of these attributes in this profile.
