As far as I can tell, it could. When I checked the RFC collection, references to the ANSI spec seemed to be used more frequently.

Here's an excerpt from RFC 5198 which might be relevant:

   [ASCII]           American National Standards Institute (formerly
                     United States of America Standards Institute), "USA
                     Code for Information Interchange", ANSI X3.4-1968,
                     1968.

                     ANSI X3.4-1968 has been replaced by newer versions
                     with slight modifications, but the 1968 version
                     remains definitive for the Internet.  ISO 646
                     International Reverence Version (IRV)
                     [ISO.646.1991] is usually considered equivalent to
                     ASCII.

   [ISO.646.1991]    International Organization for Standardization,
                     "Information technology - ISO 7-bit coded character
                     set for information interchange", ISO Standard 646,
                     1991.
