Sorry, no, I don't think that it is enough to move forward.

ARIN has just published their first draft response to the ICG RFP, see:

That includes the following:

"The Internet number community proposes that a legally binding agreement for
IANA services for Internet number registries be established between the
present IANA operator (ICANN) and the RIRs to replace the Internet number
registry-related elements of the current ICANN-NTIA agreement."

Since, as far as I can tell, it would cause less disruption for the RIRs if
they had to move their portion of the IANA function elswhere than it would
cause for the IETF, I still maintain that "03", even with the addition
proposed by Leslie and supported by many, is not a proper response to the
ICG's RFP.
