[Icar] Impending shutdown of the ICAR WG

The ICAR WG chairs have concluded that it's unlikely that the ICAR WG will 
be able to achieve its chartered goals, and have recommended that it be 
shut down.

I intend to accept their recommendation as soon as we've composed a 
suitable message to the community explaining why.
