next-hop. You could send this in EBGP, but then for EBGP would you
really send separate individual path attributes?

Perhaps not (though you never know). However, to a confederation peer (i.e. in a different AS within your own confederation)? Yes.

I agree with Jeff that the lack of ability to send multiple paths for a given next hop is a deficiency -- if for no other reason that it's an unnecessary restriction.
