If true that seems like a deficiency, since it may be desirable in 
some cases to advertise non-used but feasible routes (e.g., "best 
external") for reasons of fast convergence.

I'm not sure whether such routes need to be explicitly labeled as not 
used for forwarding, but I am moderately sure we don't want to 
preclude them.
