In once sense one can argue that it is deficiency.
However, I want to avoid designing for hypothetical goals which will 
not be needed.
Note that in the confederation border case you suggested, if the 
rotuer is setting next-hop to itself, then it can compress the 
advertisements.  (In fact, typically the advertisements will have the 
same AS path and so the compression is not even needed.)
