In once sense one can argue that it is deficiency.
However, I want to avoid designing for hypothetical goals which will not be needed.
Note that in the confederation border case you suggested, if the rotuer is setting next-hop to itself, then it can compress the advertisements. (In fact, typically the advertisements will have the same AS path and so the compression is not even needed.)

If true that seems like a deficiency, since it may be desirable in some cases to advertise non-used but feasible routes (e.g., "best external") for reasons of fast convergence.


I'm not sure whether such routes need to be explicitly labeled as not used for forwarding, but I am moderately sure we don't want to preclude them.
