Hi Tony,

There seems to six basic types of licensing:

– Royalty-free license of right
– Royalty-bearing license of right
– Royalty-free discretionary license
– Royalty-bearing discretionary license
– Royalty-free voluntary license
– Royalty-bearing voluntary license

The draft in question is disclosed as "royalty-bearing license of 
right". The same terms are used in many other disclosures from many 
vendors with drafts and RFCs already in place.

I think as co-author of this draft I agree with your opinion and I hope 
it can be re-disclosed as royalty-free. That would make it fully 
complaint with rfc3979 expectations.
