Hi Yakov,

Since the only reason for WG last re-call was the IPR disclosure and
since other WG members already voiced the concern regarding current
royalty-bearing license wouldn't it be much more effective to hold this
WG last call till the IPR rights are sorted out ?

By sorted out I would consider either of the below:

* A statement from the author of the last disclosure to this WG that the 
disclosure https://datatracker.ietf.org/ipr/1106/ is a final one.

* A new disclosure resubmission with clear royalty-free license of right.
