Protocol WG (dccp) to consider the following document:

- 'Profile for Datagram Congestion Control Protocol (DCCP) Congestion 
   ID 4: TCP-Friendly Rate Control for Small Packets (TFRC-SP) '
   <draft-ietf-dccp-ccid4-04.txt> as an Experimental RFC

The IESG plans to make a decision in the next few weeks, and solicits
final comments on this action.  Please send substantive comments to the
