I think it's a bit unfair to say that inter-AS routing has been "languishing". It's a complex problem. Minor mistakes can result in intractable computations. The people in the OSPF group put in a lot of very good work. The vendors involved, as well as the maintainers of gated, have gotten implementations up with reasonable dispatch. I think this should be counted as an IETF success. I'd just like to wait for some performance results from the field before casting it in concrete. Who knows, maybe we'll find that some modification to the protocol should be done before making a final standard...
