Before you parrot the mantra of those who have a vested interest in seeing competition limited, I strongly suggest that you consider that right now there is ZERO cache coherency at the root server level - because COM/NET/ORG are on the roots! Even extremely moderate technical requirements for the operation of a TLD, along with rational limitations on the number of TLDs that an organization could "grab" would lead to well under 1% of the CURRENT root load being presented in the form of TLDs.
