Why?

You only want to fetch the files that change, not the whole thing. A
tar file would force you to waste lots of network bandwidth.

I also maintain a local RFC repository. I use "mirror" to do it (via
ftp). Works very nicely.

see ftp://src.doc.ic.ac.uk/computing/archiving/mirror/ for "mirror".
