RSCs currently operate on the IPv4 Internet.
ISPs use these RSCs as an alternative to the
U.S. Government controlled legacy RSC. This
has not lead to fragmentation.

By your definition of fragmentation, any
subset service can be portrayed as breaking
the net. There are many examples of subset
services and I do not think most people view
that as fragmentation.

The "true root" of the Internet is the sum
total of all TLDs currently operating and
being widely advertised as available to the
global Internet community. The U.S. Government
continues to support legacy Root Name Servers
that censor users from easily gaining access
to this wide range of TLDs.

This censorship is about to change. Via the
joint efforts of the White House, the DOC,
the DOJ, the DOD and other government agencies
they have discovered the gross injustices
inflicted on the Internet community by the
leaders of the various I* organizations.

I encourage ISPs to carry ALL TLDs and I
look forward to the day when the U.S. Government
spends money on making sure that ALL TLDs
have a fair and level playing field. That
day is coming soon. I hope it arrives before
July 4, 1998 which was the original deadline
for freedom to once again exist in the U.S.
