Regional providers should be not-for-profit, so there should be no
financial incentives anyway.

People should be able to get whatever bandwidth they want either via
a regional reseller, or direct from the regional provider (which as a
non-for-profit, shouldn't have a financial motive)

Erm, I fail to see what any of this has got to with my original point of
functional DNS names. You can go to whoever you want for design services,
or (gosh) do it yourself.

Not at all.. the infrastructure is a resource, and should be treated in
a not-for-profit way. What people do with that infrastructure (design,
marketing etc) is up to them and they can make as much money as they want,
but as far as the the infrastructure is concerned, don't allow people
with commercial motives to run it - simple as that.
