O&M Open Area list created

As an experiment, we have created an open area list for the O&M area.
The list is intended to have the following characteristics:

- Unmoderated, anyone can join
- You have to confirm subscription (Majordomo open+confirm)
- No mail from non-subscribers (Majordomo access control) to avoid spam

The intended topics for the list are things of general interest to the
O&M area, and not of particular IETF-wide interest.

To subscribe:

  Send the word "subscribe" in the BODY of the message to
  ops-area-request at ops.ietf.org

To be allowed to submit from a different E-mail address:

  Send the word "subscribe" in the BODY of the message to
  ops-area-submit-request at ops.ietf.org
