These are in fact the oldest Proposed Standards on record....
Polling the author got the following response:

So I'm polling this community first; if your reaction is the same, I'll
send a formal request to the IESG to consider a Last Call for these
to move to Historic status.
What do you think?
(BTW, if someone somehow has an online copy of these, I'm sure the
RFC editor and those who want to know what the Last Call is about will
appreciate it......)
