  Why?  If they are paying for those domains and they represent a spicific
stake (Hence the term Stakeholder), they may have a proportionate input
to the process.

  This is a intresting argument, but it doesn't scale in light of the current
growth in DN's over the past year of more.  Hence the need to expand
th number of gTLD's, which is where this whole thing started.

  Agreed.  You example is not withstanding however.  The MoU on the other hand
is a execelent examply of not scaling.  One of many reasions it failed.
