Unfortunately (IMHO), this is considered subtle by the 
holy aged IETF Senior Citizens. 

Well, it is somewhat like the "third world leaders" model,
who are used to be the part of the solution, however became 
the part of problem. In the traditional third world, there is 
only one solution: the solution from the leaders. The leaders
are doing only "what is the best interest of the community".
If you have another opinion, it will be crushed, harshed,
and considered as obsolote, clue less, unproved, etc.
Therefore, no wonder with this "I*" attitude.

"Who is doing what from where" was never an issue in the IETF?

It used to be, when there was a problem, someone voluntarily 
wrote down the issues, and that become an **RFC**.
Those who did not like that, just wrote another RFC.

The RFC editor has decided to use her right to remain 
silence. Anything she doesn't say, could not be used to
charge her.

Anyway, more and more senior citizens are leaving this list?
