On reading the document titled :
" Management and Coordination of Internet
Domain Names and Identifiers
Discussion Issues"
The following section caught my eye - Section 2,Item e (iii).
The abstract is below for easy reference:
iii. In establishing principles use an open process as
discussed below. Use the process that we are trying to establish
here. Identify first a rough consensus, insulate the "difficult
issues" and negotiate or mediate solutions. If the support is not
strong, hold the solution to be temporary and revisit after a
specified period to learn from the experience.
What I would like to know , who is the 'we' in this part of the
document - who are
establishing the procudure for processes ?? In the whole document
there has been no
reference to any person/s, (other then this section), This
indicates that an 'entity' has already
been established to supervise /steer the consensus build up for
the various
functional/decision making /control /authority etc. parameters of
the 'entity' and if so whom has elected this body of 'we' and who
are the individuals
which consist of the 'we' parameter ????
