He wouldn't be able to, as under U.S. law the U.S. government can't
hold copyright on anything -- anything written by/published by the
government is public domain.

This is different from the U.K., which (I believe) possesses crown
copyright.

I don't know about japan.

In general, though, why don't we drop this discussion?
