Telephone signaling with average connection period of several minutes
worked even when CPU was 1,000,000 times slower than today.

Now, are there any reason that IP signaling with RSVP which will
be refreshed every 180, 30 or 5 seconds can not work?

Unlike ATM network, the Intenet and its resource reservation is
dynamic, though we may configure period of refresh.
