I cannot see any reason the general question of QoS matters might not be
discussed here. I can think of some specific parts of that question I might
prefer to move to a working group list.

I don't think you could construe my statements on "topic" to preclude any
subject that pertained to the engineering of the internet, and IP QoS is
certainly part of that subject.
