I think this is raising the bar too high. We have a difficult enough time getting people to maintain reliable "native format" archives. Adding "web access to individual messages", threading, and searching to the mix would be a significant addition to the burden. Before we even think about requiring this for all working groups, we should try to identify a few examples of good list archives, identify which software they use, and encourage (but not require) others to follow their example.
