There is no consistency at all. Some WGs don't even have mailing list that
work properly. For reasons I cannot fathom, some WG chairs expressed
objectsion to the provision of a mailing list service by the IETF
secretariat. [Lets not re-hash that discussion - I believe we reached a
compromise.]
As for meetings outside meetings, I have found them to be useful; in many
cases more useful than the meetings themselves (due to the ratio of active
to non-active participants).
