Not quite right. The drafts ARE preserved. Just sned a note to the
Secretariat, asking for a specific one, and they can produce it. The
problem is that this is inefficient at its base, as well as preventing
searching.
Your comments about mailing lists archives are on-target.
Richard's comments about patent examiners appears to be correct, but we
can't do anything about that.
However we CAN make prior art researching MUCH easier for our little piece
of the world.
