that assertion was made, but not confirmed by the ADs.
is it really true?  it seems odd because it really isn't in scope for wrec.

I then sought clarification, re-sent the document to WREC (it had been sent before), to determine if there was a conflict - there wasn't. The authors re-submitted it.
