Current status of IETF change efforts - updated

The IETF Chair document describing the change effort 
(http://www.ietf.org/u/ietfchair/) has not been updated for quite some time - it
is currently dated January.

Due to the IT problems at the secretariat, I am currently unable to update it.

I have made the current version available at my "staging area" server:
http://www.alvestrand.no/ietf/chair/

This includes:

- Mid-June version of "status of change efforts"
- 2003 financials
- 2004 budget
