as I said before, this doesn't solve the problem, it just moves it.

there absolutely needs to be a program committee for documents if we care
at all about quality.   it doesn' t have to be IESG, but any program committee
is going to have most of the problems that IESG has.  and I don't believe
that you can entirely separate management/oversight and review.
