So is the presence of an empty or pro forma one.

Let's all recall the wonderfully astute content that used to be present
in the pro forma "security considerations" sections... until the IESG
pressed to have them to be the result of serious consideration and to
document the results diligently.

When there are, in fact, IANA issues, then of course they need to be
documented, well and thoroughly.

There is nothing in having a pro forma section that assures this -- in
fact, pro forma performance tends to reduce sensitivity to situations
requiring more effort.  All it assures is mindless ritual and extra
effort.
