It beats me how a thread about possible visa issues
changes into a thread about RFC 3683.

Not in the least. It is about how the IETF can protect itself
against forms of behaviour that disrupt the IETF's work.
It is aimed at objective statements about behaviour.

We are currently testing this mechanism for the first time.
After we have finished this test, I have no doubt there will
be a need to discuss the mechanism.
