XML2RFC has improved in this regard, e.g., it allows inclusion of pictures for the HTML version. But I do not think even the latest version generates .pdf nor does it appear to produce very pretty output from xml->html->pdf. Though your favorite XML editing tool may provide some solution for that. Nevertheless, I've had good success in running xml->nr->pdf, but that requires some tuning of the nroff output -- this is what the tool link that I posted earlier does, without requiring the user to do any extra steps or having any software beyond what regular unix systems do by default.
