Please provide more data (off-list) as this seems odd.  The
tools-discuss at ietf.org list has always required manual approval
of non-subscriber postings, but there should be no moderation of
postings from subscribers, and I haven't instituted any changes
nor am I aware of any changes in the list settings for a long time
(A year?  years?)
