Andy and Marcos seem to have tackled the other issues you
raise, but I'd like to point out the following from the charter:

Servers can, of course, offer whatever services they like.
Two of the main problems driving the development of
CRISP's protocols were, however, the lack of interoperability
and security in whois.  The decision not to be base further
work on it was made at the beginning of the WG.
