Like WG chairs, ADs are expected to use their best judgment in assessing 
WG or IETF consensus, respectively.

Ultimately a declaration of consensus has to be a judgment call on 
someone's part.  No amount of procedural rules can get around that.  The 
best we can do to ensure fairness is make the process transparent and 
provide for appeal.
