As far as I can tell, the text does not impose new requirements on existing
AAA, EAP and SAP implementations. That is, the functionality needed is
already specified in existing RFCs, and can be implemented if desired.
So we should be clear that the requirements Dan has proposed do not require
changing any existing protocols.
