For the record, not everybody in the IESG was convinced that this document should be approved considering the discussion that happened on the IETF list.
I can testify that there would have been at least one DISCUSS if this had stayed on the standards track, even without the Last Call comments. But as Experimental, it seemed to me that we had no reason to block it.
